Recently, the State Council issued the “15th Five-Year Plan Action Plan for Peaking Carbon Emissions,” which designates the 15th Five-Year Plan period as a critical phase for achieving peak carbon emissions. It sets out key emission-reduction targets for 2030: a 17% reduction in CO₂ emissions per unit of GDP compared to 2025 levels, and a non-fossil energy consumption share of 25%. The system deploys five key decarbonization tasks—energy transition, low-carbon industrial development, energy efficiency in urban and rural transportation, supporting infrastructure, and society-wide coordination.
The plan promotes the optimization of the energy mix and the low‑carbon upgrading of industries, with a focus on energy‑saving retrofits in buildings, transportation, and public institutions. It integrates green lighting into key projects, concurrently advances the development of zero‑carbon industrial parks and zero‑carbon factories, and strengthens supporting systems such as the carbon market, green finance, and energy‑consumption standards, thereby driving comprehensive energy conservation and consumption reduction across all sectors.
