Major policy! Reforms to industry associations will profoundly shape the development of the lighting sector.
Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued Opinions on Deepening Reform of Industry Associations and Chambers of Commerce, clearly defining, at the highest level, the direction for these organizations to undergo market‑oriented, standardized, and professional transformation. This document holds significant guiding value and far‑reaching implications for promoting high‑quality development in the lighting industry.
As green, low-carbon, and strategic emerging industries, LED lighting and smart lighting are key areas receiving national support. This reform will reshape the ecosystem of the lighting industry association and the landscape of industry development.
The proposal calls for optimizing the structure and spatial layout of industry associations by consolidating entities with overlapping functions and weak capabilities, phasing out inefficient and dysfunctional organizations, and prioritizing the development of industry bodies that align with new‑type productive forces and green, low‑carbon industries. This will drive the lighting industry association to enhance its quality and upgrade its operations, moving away from a fragmented and disorganized landscape and focusing on empowering industrial transformation and upgrading.
At the industry‑development level, the document explicitly calls on associations to curb cutthroat, low‑price competition, establish mechanisms for self‑regulation, and advance credit rating systems and the development of industry‑specific group standards. Addressing the longstanding challenges of price‑driven overcompetition and homogeneous product offerings in the lighting sector, these measures will leverage association‑led self‑discipline to restore market order, thereby encouraging companies to shift their focus toward technological innovation and quality enhancement.
At the same time, industry associations are encouraged to fulfill their service roles by conducting industry statistics, carrying out policy research, promoting technological advancements, and participating in the development of industry standards, thereby facilitating the adoption and widespread deployment of new technologies and products such as smart lighting, health‑focused lighting, and outdoor cultural‑tourism lighting. Furthermore, associations are supported in establishing industry platforms to help lighting companies engage in Belt and Road international exchanges and contribute to the formulation of international standards, thus expanding their overseas market presence.
In addition, the new regulations impose stricter oversight over association Party‑building management, financial and asset administration, branch operations, and the management of affiliated enterprises, while strengthening mechanisms for public oversight and internal self‑governance. These measures will further purify the business environment in the lighting industry, curb irregularities, and foster a fair and healthy development climate for well‑regulated, industrially focused lighting companies.
The implementation of this top-level policy marks both a pivotal opportunity for the reform of industry associations and a key indicator of the lighting sector’s transformation and upgrading. Moving forward, the industry will bid farewell to unregulated, cutthroat competition and embark on a new phase of high-quality development characterized by standardization, premiumization, and internationalization.
